<description><![CDATA[Private company research firm CB Insights is set to release a new report today on the state of venture capital financing for the first quarter of 2011. The short version: things are looking good, if a bit frothy, with Q1 registering $7.5 billion of venture capital funding invested in 738 deals.Q1 2011 Venture Financing(Credit:CB Insights)In relation to the last quarter of 2010, there were only three more deals in Q1 of 2011, and both quarters included roughly half of Groupon's $1 billion funding, which doesn't quite explain how Q1 saw roughly $1 billion more in financing for roughly the same number of deals.In order to make sense of the data, I asked CB Insights co-founder Anand Sanwal to explain. According to Sanwal, first and foremost, it didn't have to do with a handful of megadeals at the top of the first quarter. The 10 largest deals during the last quarter of 2010 added up to $1.44 billion, while the 10 largest deals in the first quarter of 2011 added up to a nearly identical total of $1.49 billion.The simple answer lies in the median. The overall median deal size for the fourth quarter was $4.2 million, while for the first quarter it was $5 million, or 19 percent higher. This doesn't fully account for the 15 percent difference between Q4 2010's total of $6.5 billion versus Q1 2011's total of $7.5 billion, but it accounts for most. The rest of the discrepancy has to do with nuances in the overall distribution of deal sizes between the quarters. Here's a chart that illustrates that difference:Venture deal size distribution(Credit:CB Insights)Other interesting notes from the report:Over the last six quarters, New York has seen 261 tech deals vs. 250 for Massachusetts. Funding to New York tech companies came in at $1.60 billion vs. $1.44 billion for Massachusetts.Deals in the health care space were down 13 percent year over year while funding grew 11 percent.Seed VC still represented 10 percent of overall deal-flow. Its consistency over the last four quarters suggests it may have found the right level of total VC deals (9 to 11 percent). Early stage deal activity was nearly 50 percent of total deals.California took 39 percent of deals and more than 50 percent of funding. Deal count was down 7 percent sequentially and 3 percent year over year.Halfway into the second quarter of 2010, there is still a huge amount of venture activity going on, with very competitive deals. <description><![CDATA[(Credit:San Francisco Board of Supervisors)SAN FRANCISCO--By a vote of 8 to 3, the San Francisco Board of Supervisors this afternoon gave preliminary approval to a payroll tax break for Twitter and other companies that relocate to the city's depressed Mid-Market neighborhood. Twitter has suggested it would move to the Mid-Market neighborhood from its current home south of Market if the legislation was passed.The legislation would cap payroll taxes for any company with a payroll of more than $1 million for seven years. The cap would not increase even if the firms hire more staff and any employee income from stock options would be exempted. Critics of the legislation have characterized it as an unnecessary corporate giveaway and predict that gentrification would drive out low-income residents. Twitter dominated the debate at the board's weekly meeting, though it would not be the only company to benefit from the tax break. Supervisor Ross Mirkarimi, who voted against the legislation, said &quot;no one&quot; wants Twitter to leave, but he said the city &quot;blinked too soon&quot; in negotiations with the social-media company.In recent months, Twitter and other tech companies like Zynga and Yelp have threatened to leave San Francisco due to high rents and a payroll tax structure unique in California. San Francisco taxes companies with payrolls of $250,000 or higher the equivalent of 1.5 percent of all employee compensation, including exercised stock options.Board President David Chiu specifically called out the city's tax rules during his remarks. &quot;Our payroll tax is a headache,&quot; he said. &quot;It puts San Francisco at a disadvantage. The data, representing 70 percent of grid-tied solar electric installations across the U.S., also noted that &quot;dramatic&quot; cost reductions have been seen in 2010.In the first ten months of 2010, the installed cost of solar PV systems fell by $1 per watt (DC), or a 14 percent drop in California, and by $1.20 per watt in New Jersey, which a 16 percent reduction. The price in the first 10 months of 2010 in California and New Jersey was about $6 per watt, although prices vary significantly in other states, the study found.Consumers in Germany and Japan, where there are large-scale solar manufacturing and government incentives, paid a bit less than U.S. consumers. In 2009, homeowners in Germany paid under $5 per watt installed, while their counterparts in Japan paid about $6 per watt.The costs in Germany and Japan suggest that further near-term cost reductions are possible, according to the Lawrence Berkeley Lab. That is significant because state and utility incentives, notably in California and New Jersey, are being scaled back.The overall downward trend in prices suggests that the solar industry has been successful in introducing more competition to spur efficiencies in delivering product, the study finds. An uncapped 30 percent federal tax credit for solar installations (hot water or photovoltaics) remains in effect until 2016. Rebate and tax credits from state programs vary, as does the money available from selling renewable energy certificates, which are credits for generating energy from renewable sources. I receive plenty of questions about these subjects via e-mail, so I figured many of you might have similar queries, too. At times, I might solicit answers from readers if I'm stumped. If you prefer to remain anonymous, let me know in the e-mail.Question: Now that Sprint's 4G is finally coming to New York City, I was thinking of getting a 4G phone. Are the speeds really that good Should I get a WiMax phone from Sprint, or will I regret it if LTE becomes the new standard -- Michael, via e-mailIn general terms, yes, 4G is faster than 3G, at least where Sprint is concerned. Sprint's 4G WiMax can offer speeds of up to 10Mbps down, though real-world speeds average out to around 3Mbps to 6Mbps. This is far faster than Sprint's EV-DO, which tops out at around 3Mbps.  As for whether it's faster than 3G in general, at this point, it's about on par with T-Mobile's HSPA+ network, which is still technically 3G technology. However, WiMax and LTE have the capacity for much faster speeds--up to 40Mbps or more. These are early days for 4G, so we expect speeds to improve as carriers grow their infrastructure. As for whether you should place your bets on WiMax or LTE, you shouldn't fret. Sprint has already mentioned that it has the ability to switch from WiMax to LTE without too many headaches. In our opinion though, it does seem like LTE will be the more globally accepted standard, as both Verizon and AT&amp;T have come out in support of it.Hi. Thinking of getting the Evo 4g or the Samsung Epic 4g. Since these phones do so much, I was wanting to know if you knew which one had the best screen for viewing movies and which one has the best audio quality I currently have the Hero and like it, but it is very laggy. Do the processors on these phones keep the phone running without having to wait What one would you get and why if you had the choice Thanks so much for your time and your reviews. -- Bruce, via e-mailLuckily for you, CNET has recently done a Prizefight between these two phones, so you can see what our panel of judges think is the best handset overall. Personally, I think the Evo 4G wins out when it comes to movie watching, due to the size of the screen and a handy kickstand on the back. As for audio quality, I think the Evo 4G sounds just a touch nicer than the Epic 4G, but most people seem to think they're around the same. We found both phones to have quite good performance as well.Right now I am using an LG EnV Touch, but lately the phone sporadically rejects my memory card, forcing me to reboot my phone. It also mysteriously calls random numbers and powers off at random times even though the battery was charged all night. I have updated the software, which alleviated the problems some of the time, but doesn't get rid of them. Because I have a little less than a year left on my contract, and because Verizon won't let me upgrade without signing a new contract, I turned to Best Buy's Cowboom.com to find a replacement phone.I am thinking about purchasing a refurbished Palm Pre Plus, LG Ally, or HTC Droid Eris. My questions are: If I buy the phone from a third party, can I transfer my line/contacts to that new phone without signing a new contract And am I forced use the smartphones with a data plan I don't have a data plan right now' I bought my phone before the $9.99 3G multimedia data plan was mandatory. Currently I use myiPod Touch for the Internet, so if I bought the smartphone, I would only use the Internet on Wi-Fi. As for whether you can transfer your line to that new phone, yes you can, but you have to contact Verizon to have them transfer the line over. Now we&amp;'ve learned that it will be available for download at 9 a.m. ET Thursday morning for $2.99 from the App Store, according to a report by CNN.SkyFire&amp;'s big claim to fame is its ability to play video embedded on web sites with Adobe&amp;'s Flash technology. But since Flash still isn&amp;'t supported on the iPhone, the browser goes through some clever hoops to play Flash video: SkyFirea4a4s cloud-computing technology allows the browser to translate  Flash videos in real-time to Apple-approved HTML5 standard. The site also hired two power users in the community to manage its customer service complaints. Aside from those four hires, Reddit indicated that it plans to hire additional staff to keep the site up and running due to overwhelming demand from its users.With any luck, the new staff will help keep the site from getting a case of the Tumblrs.Cond Nast, the site&amp;'s owner, doesn&amp;'t typically throw the news aggregator a bone despite the site&amp;'s periodic downtime. To get around that, Reddit has initiated a subscription program called Reddit Gold that adds a few new features and sells sponsored links on the main page. Both of those sources of revenue allowed Reddit to pick up the new hires a4&quot; and to hire additional staff in the future, according to the Reddit administrators.It is a bit curious that Cond Nast won&amp;'t throw additional support behind the site a4&quot; or at least that it waited until now to do so, if they have any part of the new hires. A source close to AOL (but not, you know, us) provided the screenshot below.As you can see, it maintains a consistent look and feel with the current homepage (second one below).
