<description><![CDATA[The International Monetary Fund has become the latest high-profile organization to fall victim to a network intrusion, according to various media reports, suffering a substantial breach, the full extent of which is not yet known. Reporting the incident earlier today, The New York Times quoted an unnamed official as saying the breach was a &quot;very major&quot; one and that it had been taking place over the last several months.The Times said the actual dimensions of the attack were unknown and that the IMF would say only that the Fund was &quot;fully functional&quot; and that the organization was investigating the incident. The IMF declined to say who might be behind the intrusion, the Times reported.A Bloomberg story, on the other hand, cited an unidentified security expert as saying that the attackers were believed to be connected to an unspecified foreign government and that e-mails and other documents had been taken. In its efforts to handle global financial crises, facilitate international trade, and address other monetary matters, the IMF is privy to sensitive economic information regarding a number of countries--data that could be extremely valuable to investors and of great interest to governments. The organization has also been criticized for its policies, which some say have, themselves, been responsible for crises.The breach is the latest in a series of headline grabbing hacks that have involved the likes of computer security company RSA, several U.S. military contractors, search giant and Web-based e-mail purveyor Google, and entertainment behemoth Sony. Cyberespionage and cyberwarfare have also been in the news consistently. Bloomberg quoted what it said was a memo sent to IMF employees on Wednesday by the organization's chief information officer warning staff to be vigilant: &quot;Last week we detected some suspicious file transfers, and the subsequent investigation established that a Fund desktop computer had been compromised and used to access some Fund systems. At this point, we have no reason to believe that any personal information was sought for fraud purposes.&quot;The memo, Bloomberg reported, also said the IMF's network connection to the World Bank, which is headquartered across the street from the Fund, had been shut down &quot;as a precautionary measure.&quot;According to Bloomberg, an earlier memo to employees had issued cautions typically associated with the prevention of phishing attacks: &quot;Staff are strongly requested NOT TO OPEN emails and video links without authenticating the source.&quot;Bloomberg reported that the Wednesday memo said the breach was not associated with the group Anonymous, which had earlier threatened an attack on the Fund in association with IMF activities involving the economically hobbled country of Greece. Yesterday, law enforcement officials in Spain said they had arrested several members of Anonymous in connection with attacks on entertainment giant Sony, as well as on governments and financial institutions.<br/><br/>0 Vote(s) ]]></description>

<description><![CDATA[The new solar carport at Mennen Arena in Morris County, N.J., is part of the Morris Model solar financing plan.(Credit:Tioga Energy)In the last eight months, Morris County, N.J., has undergone a significant energy change of which many of its residents are probably not even aware.The partners involved call it the &quot;Morris Model.&quot; It's a new financing model that allows municipalities to partner with solar-energy companies to incorporate solar energy into their energy portfolio for little outlay.In June the Morris County Improvement Authority (MCIA) announced it was entering into this Morris Model financing plan with Tioga Energy and SunDurance Energy to install about 3-megawatts worth of solar panels by offering up something it already had: property.Yesterday, the MCIA and Tioga Energy announced Morris County's solar installation was complete and, so far, a financial success.While there are many property-for-discount-energy programs going on, this one is unique. The William G. Mennen Sports Arena gets 30 percent of its electricity from its newly installed solar panels.(Credit:Tioga Energy)Specifically, the MCIA issued $22.3 million in low-interest government bonds to cover the cost of the initial installation. Tioga Energy--the solar-energy company that owns and operates the systems, and sells the solar electricity back to the municipality--used federal income tax incentives unavailable to municipalities, and New Jersey's Solar Renewable Energy Certificates (SREC) program to cover more of the costs. As part of the agreement, Tioga Energy then passed the money it earned from the incentives and SRECs on to Morris County in the form of discounted electricity. SunDurance Energy, working in conjunction with Tioga Energy, designed and installed the solar-energy system configurations for each property.The pilot program's swift eight-month completion is a test case that could offer a win-win solution for both cash-strapped municipalities and solar-energy companies looking for business. Keep in mind, however, that this Morris Model would only work in states with SREC programs. The county also had the benefit of being home to a local sports complex with lots of roof and parking space on which 1.6 megawatts of the 3.1-megawatts worth of solar panels could be installed.In states with legislated Renewable Portfolio Standards (RPS), energy companies and utilities are required to either use a certain percentage of alternative energy or buy SRECs to make up the difference. According to the terms of New Jersey's SREC program, Tioga Energy earns one SREC for every 1,000 kilowatt-hours of solar electricity it generates, and is then able to sell those SRECs. The money it makes from the sale of the SRECs is being passed on to Morris County via savings on its electricity bills through a 15-year power purchase agreement.MCIA says the electricity generated from this program costs 35 percent less than what its local utility is charging them for electricity.To date Morris County now has 3.1 megawatts of solar power, has solar panels installed on 19 properties (16 of them schools and government buildings) and has saved $3.8 million in electricity costs, according to the MCIA.Most interesting to New Jersey natives may be that one of the properties being used for solar paneling by the county is the William G. Mennen Sports Arena, Morris County's 2,500-seat arena which includes three ice rinks, and an outdoor rugby field. In addition to the Mennen Arena roof, a solar carport now covers Mennen Arena's 500-space parking lot. Together, the roof and carport solar panels totaling 1.6 megawatts, generate 30 percent of the arena's electricity.<br/><br/>0 Vote(s) ]]></description>

<description><![CDATA[Thin-film solar cell maker AQT Solar announced today it will open a second manufacturing plant in Richland County, South Carolina to help fill its current order backlog of 160 megawatts.The new facility is slated to start production of CIGS cells by the start of 2012, and eventually grow to 1 gigawatt of capacity by the end of 2014. CIGS, named for the copper, indium, gallium, and selenium compound used in the cells, is expected to be a far cheaper material than traditional silicon solar cells.The plant will be built in phases, starting outfitting the facility with 30 to 40 megawatts of capacity this year to expand current capacity in order to fill the backlog.Its existing plant in Sunnyvale, Calif. opened last year with 15 megawatts of capacity and is planned to grow to 30 to 40 megawatts of capacity by the end of this year.The company opened its first plant last August even as thin-film solar technology appeared tofall on hard times, with companies like Applied Materials and Suntech shutting down their thin-film fabs. AQT says it can compete on cost that rivals other CIGS makers.The predominant technology on the market is crystalline silicon, which Chinese solar panel makers have dominated that field in terms of price competition, fueled by strong subsidy support by the government.CIGS technology became a hot concept a couple of years ago when silicon prices soared and entrepreneurs went looking for cost-saving technologies. But silicon prices have since stabilized, throwing thin-film players into a murky area (though it&amp;'s worth noting that top global manufacturer First Solar produces cadmium telluride thin-film panels).Thin-film technology yields smaller efficiencies compared to crystalline silicon (around 10 percent versus 20 percent)' CIGS player MiaSole reported a bar-settingefficiencyrate of 15.7 percent last month.DOE loan chief Jonathan Silver pointed to U.S. thin-film solar companies like cadmium telluride thin-film outfit Abound Solar as example of how the U.S. will compete globally in solar. Last month, Aboundgot a $400 million DOE loan guarantee and raised $110 million in venture capital.Thin-film players like Oerlikon, Abound, MiaSole, Nanosolar and Solyndra are still in the game (Solyndra closed its first factory in November following a pulled IPO in June).Last year marked a blockbuster year for the global solar industry, which grew more than 100 percent to 16.3 gigawatts, according to research company SolarBuzz, which expects 20.4 gigawatts to be installed next year thanks to some cutbacks on favorable solar policies from the strong market of Germany. Any user will be able to check in to the Super Bowl, wherever they are, and receive a special badge as well as a discount code for NFLShop.com.According a Foursquare spokesperson, &amp;''Super Bowl Sunday&amp;'' will appear in the mobile app&amp;'s &amp;''Trending Now&amp;'' section, which normally shows popular locations near the user. While Foursquare has allowed businesses like Starbucks to issue their own promotional badges and separately offer discounts, this is the first time it&amp;'s combined the two rewards.
