<description><![CDATA[(Credit:Cree)LED lighting company Cree is taking on the overhead fluorescent lights that are a fixture of office buildings with a light source it says will quickly recoup the investment.The company today announced a new line of &quot;architectural troffers,&quot; or rectangular-shaped fixtures designed for overhead lighting. The troffers use Cree's LED light sources, which offer a longer life and improved efficiency over fluorescent lights, according to the company.Cree LED light sources in the overhead fixtures.(Credit:Cree)The fixtures offer a white light with an efficiency of 110 lumens per watt and a color rendering index, a measure of light quality, of 90. The lights can be dimmed and are designed to last 50,000 hours, which would be more than 10 years at 12 hours a day. The fixtures have a thermal management system designed for long life.Design services company O'Brien/Atkins Associates said in a statement that the measuring efficiency over the full product life cycle, including sizing, heating and cooling, and disposal, can be cut lighting costs by 60 percent.Using the national average for electricity prices of 10 cents a kilowatt-hour, Cree calculates that the payoff of office upgrades to LEDs can be less than one year to replace typical fluorescent tubes. <description><![CDATA[Microsoft's Business Productivity Online Services-Federal product just won certification from the federal government under the Federal Information Security Management Act, a bit of news that would have meant nothing to more than a handful of folks who follow the arcana of such things just a few weeks ago.But earlier this month, Microsoft called out rival Google for allegedly misleading customers about the FISMA certification of its competing Google Apps for Government service. Microsoft's corporate vice president and deputy general counsel, David Howard, said that Google's Web-based productivity suite for government clients didn't have FISMA certification, even though Google had said it did.Google denied the charges, saying the technology platform of the product, Google Apps Premier Edition, is certified. According to Google, the government determined that the name change to Google Apps for Government, and increased security Google baked into that product, could be incorporated into the existing FISMA certification.And Google went on to point out that, despite Microsoft's protestations, Business Productivity Online Services-Federal lacked its own FISMA certification. The backdrop for the battle is a lawsuit filed by Google over the Interior Department's decision to award Microsoft a contract to provide Web-based e-mail, business that Google would like for itself.Microsoft's announcement that the Business Productivity Online Services-Federal received FISMA certification isn't likely to alter the landscape in the ongoing battle with Google. It is very likely that these new chipsets will fall under the new Exynos brand that was announced earlier this year. Samsung is also rumored to be considering selling these new CPU units to other smartphone makers.After having spent considerable time with a fewdual-core devices, it's easy to spot the difference in performance over last year's Snapdragon chipsets. Looking ahead, however, it's difficult for me to wrap my head around something as fast as 2GHz dual-core for my mobile needs. Not that I would complain were that one of my options, of course. <description><![CDATA[A new system from IBM Research could make it possible for commuters to see ahead of time whether their drive to work is likely to be delayed by accidents or bad traffic.(Credit:IBM Research)If you're a commuter stuck in traffic, it doesn't help you all that much to know what road conditions are like right now. You already know you're being delayed. But what if there was a way to alert you to problems before you even get in yourcarThat's the premise behind a new project being announced tonight by IBM Research, the California Department of Transportation (Caltrans), and the University of California at Berkeley's California Center for Innovative Transportation (CCIT). The idea behind the project is simple: as a commuter, you're better off if you know what problems might await you on your normal drive, and even better off yet if an alternative route is automatically suggested to you.The three partners think that the answer lies in a troika of building blocks: first, a system for measuring traffic' second, a system for predicting how traffic will react to accidents and other anomalies' and finally, a system for communicating information to people before they get on the road.And that's just what the three have built, said Stefan Nusser, the director of services research at IBM's Almaden Research Center in San Jose, Calif.: a predictive modeling tool that can learn individual commuters' driving patterns and give them advanced warning on problems that may lie in their way.The system could send a text message or an e-mail to uses alerting them of potential problems along their commute.(Credit:IBM Research)Based on traffic information feeds coming in from CCIT, IBM's system is designed to run a traffic prediction, said Nusser, and send users alerts--perhaps text messages, e-mails, or even calendar or social networking pop-ups--in advance of their drives. But those alerts will only come if something is amiss--an accident, construction, or some other delay. That's because, Nusser said, if people are constantly getting alerts that don't mean much to them, they'll stop paying attention.Currently, a group of people are involved in a test program and is carrying mobile devices with an installed client application. But rather than send information to the drivers while they're in their cars, IBM is intent on delivering the predictions to them before they depart.That's why, Nusser said, the client application has no user interface and as such, isn't meant to be used by commuters while on the go. Rather, the mobile application is meant solely for gathering and feeding traffic data back to IBM's systems for analysis. After all, Nusser said, IBM doesn't want users fiddling with their mobile devices while behind the wheel.Ultimately, IBM sees this kind of service as one it can sell to cities and municipal transportation agencies that want to create new relationships with citizens and riders. One idea the company has is that the system may be able to tell users that although their normal route to work might be slower than usual, there's a parking spot at the train station and the trains are running right on time. For now, the system is only in trials, but Nusser said he envisions it being rolled out in cities in the near future. Whether or not people will adopt something like this depends, of course, on how well it works, and how unobtrusive it is. But there is already evidence that traffic and transportation portals like 511.org in the San Francisco Bay Area can provide commuters with a wide range of information about getting around. But exactly what are the best uses for themThe U.S. government is backing a comprehensive study to determine just that, the National Renewable Energy Laboratory (NREL) announced Tuesday.&quot;To date, no one has comprehensively studied the feasibility, durability, and value of Li-ion batteries for second-use applications,&quot; NREL said in a statement.The California Center for Sustainable Energy (CCSE) will lead the research project which will explore the best applications for used lithium ion batteries. Potential uses include employing used batteries as energy storage devices for variable electricity sources like wind and solar that could also tie in to the electric grid.&quot;The NREL award to the CCSE team leverages an ongoing UC Davis-CCSE-TSRC study funded by the California Energy Commission on the repurposing of used EV batteries for home energy storage. The total budget for the NREL-CCSE second use battery project is approximately $1.3 million with 51 percent of the funding coming from CCSE and its partners,&quot; according to NREL.The group will also examine how lithium ion batteries might be better designed or manufactured to maximize their potential for second-life uses.NREL's project is not just a technical study. Like many Department of Energy projects in recent years, a comprehensive study on the economic consequences will be conducted in tandem with the application research.The team plans to investigate how a second-use system might be used to temper the expensive cost of electric cars and electric-car batteries in the U.S.It might be economically viable, for example, to have a system where people or companies can give electric-car batteries over for second use, and obtain a refund or credit for the battery's remaining value. Designers at the GM Advanced Design Studio in Seoul gave the Mi-ray LeMans-style scissor doors, an open top, and a chiseled yet aerodynamic body to achieve the look of a jet fighter, while balancing the designs of past and future Chevy models.As with most supercars, carbon fiber is the name of the game. The body is constructed using the lightweight material and CFRP (carbon fiber-reinforced plastic), as are the Mi-ray's spoilers. The cockpit-inspired interior is surrounded by a carbon fiber shell, and even the 20-inch wheels in front and 21-inch wheels in the rear are made of aluminum-carbon fiber composite.Located primarily behind and beneath the driver are two front-mounted 15kW electric motors powered by a 1.6kWh lithium ion battery. Electric motors will propel the vehicle for in-city driving. For performance driving, the Mi-ray can switch from front-wheel drive to rear-wheel drive, and its 1.5-liter four-cylinder turbocharged engine mounted behind the cockpit combines with the electric motors to provide torque control to the left and right rear wheels as needed. To implement the tax, the CBO found that technology exists to seamlessly record and transmit mileage.Conrad requested the report to explore means of raising money to fund a $556 billion budget request by the Obama administration to maintain highways. Currently, funds are raised from an 18.4-cent-per-gallon federal tax on gasoline and a 24.4-cent-per-gallon federal tax on diesel. Conrad suggested an alternate per-mile tax due to lower revenues from the gas tax as vehicles become more efficient.While saying per-mile metering devices were feasible, the report fell short of estimating the cost of implementing metering devices. It said that, while it would be less expensive to require manufacturers to install metering devices as original equipment, the phase-in would take many years.Implementing a per mile tax would face many similar hurdles. If everycar in the nation could not be equipped with a factory-installed or aftermarket metering device all at the same time, the tax would need to allow some drivers to pay the per mile tax, and others to continue to pay the per-gallon tax. Both Oregon and Washington are already considering some means of taxing cars that use little or no gas. Previously, Oregon considered a per-mile tax. Overall, I'd judge from these results that Firefox 4 is the winner this time around.Chrome, however, is absolutely killing it on Google's V8 benchmark. Expect the next version of Chrome to perform much better on the JSGamebench test, once hardware acceleration has been fully enabled. You currently have to toggle a few switches in about:flags to get it all. Also expect Chrome's boot time and memory performance to improve--Google has said it plans to spend more time working on Chrome's memory hogginess in the coming versions.Given the renewed resurgence in Internet Explorer, it's also hard to imagine that the IE development team isn't already working on making the browser better.Also of interest is that the SunSpider results are extremely close. The gulf between 250 milliseconds and 290 milliseconds is just not going to be that detectable by the average person.How we tested Our test machine was a Lenovo T400, with an Intel Core 2 Duo T9400 chip running at 2.53GHz, with 3GB of RAM, usingWindows 7 x86. We used four publicly available tests: WebKit SunSpider 0.9.1, Mozilla Kraken 1.0, Google V8 version 6, and JSGameBench 0.3. All tests except for JSGamebench were conducted using a &quot;cold boot&quot; of the browser, that is, both the computer and the browser being tested were restarted before each test. Each test was performed three times, and the results you see are the averages. Browsers had all extensions and add-ons deactivated for the tests.We opened five Web sites for all tests, in addition to any test site. These were: talkingpointsmemo.com, aol.com, youtube.com, newyorktimes.com, giantbomb.com, cnettv.cnet.com.The boot time benchmarks were conducted by manually starting a stopwatch when clicking on the browser's taskbar icon, and then hitting stop when the last tab's resolving indicator stopped rotating. One half-second was subtracted from Internet Explorer 9's pre-averaged times to account for the extra time it took to hit the Reload previous session link, since the browser doesn't support that feature the way Firefox 4 and Chrome 10 do.The memory test was conducted by opening the aforementioned set of tabs and looking at Google Chrome's memory manager. You can access it by typing &quot;about:memory&quot; into the Chrome location bar. The figure we used is the Private Memory, which only totals memory used by the browser that's not shared by other processes. <description><![CDATA[Barrett Lyon&amp;39's blog revealed that traffic destined for Facebook was mysteriously re-routed through China. (Credit:Blyon.com) A funny thing happened to some traffic heading to Facebook earlier this week. It ended up going out of the way through China. Barrett Lyon, an entrepreneur and network security expert who blogged about the incident on Tuesday, suggested it was merely an accident. But Rodney Joffe, senior technologist at DNS (Domain Name System) registry Neustar, disagrees and described it as &quot;route hijacking.&quot;  &quot;It's real. It is happening. It can't be described as an 'accident' anymore,&quot; Joffe, who observed similar traffic snafus involving China last year, said in an e-mail to CNET today.  China is notorious for its efforts at censoring the Internet, and free speech activists worry about the government being able to snoop on citizens' Internet communications, although what officials there would want with U.S. citizens' traffic is anyone's guess. Here's what happened, according to Lyon's post: &quot;Quietly this morning customers of AT&amp;T browsing Facebook did so by way of China then Korea. Typically, AT&amp;T customers' data would have routed over the AT&amp;T network directly to Facebook's network provider, but due to a routing mistake their private data went first to Chinanet then via Chinanet to SK Broadband in South Korea, then to Facebook. This means that anything you looked at via Facebook without encryption was exposed to anyone operating Chinanet, which has a very suspect modus operandi.&quot; In his analysis, Lyon speculates that most likely nothing happened to the data. &quot;Yet China is well known for its harmful networking practices by limiting network functionality and spying on its users, and when your data is flowing over their network, your data could be treated as any Chinese citizens.' Does that include capturing your session ID information, personal information, emails, photos, chat conversations, mappings to your friends and family, etc One could only speculate, however it's possible.&quot; Lyon also questions whether Facebook or AT&amp;T should have notified customers of the problem, whether Facebook should enable SSL (Secure Sockets Layer) encryption by default (that became an option in early February), and whether high-profile sites should be allowed to route to non-authenticated networks.  &quot;This happens all the time--the Internet is just not a trusted network,&quot; he wrote. &quot;Yet I prefer to know that when I am on AT&amp;T's network, going to U.S.-located sites, my packets are not accidentally leaving the country and being subject to another nation's policies.&quot; <br/><br/>0 Vote(s) ]]></description>

<description><![CDATA[If you want to drive a hydrogen vehicle today, the 2011 Honda FCX Clarity is one of your only options. But you have to live in Southern California to snag a $600 lease for the hydrogen-powered car.(Credit:Honda)If you're ready to move on to the greener pastures of fuel cell technology, geography is the single biggest factor limiting your ability to drive a hydrogen-powered vehicle. Although no fuel-cell vehicles are available for sale at this time, a handful of auto manufacturers have opened their hydrogen-testing programs to the public. But it's not an open-door policy' you have to qualify. Car makers typically partner with universities, commercial fleets, or government agencies to get feedback on their technology platforms while working out the bugs. These organizations often have access to private hydrogen gas refueling stations, and can provide rigorous testing by racking up serious mileage in a short period of time. However, Honda, Mercedes, and GM are also letting average consumers test their products in the real world before they go to market. But before you raise your hand to sign up for these prototype vehicles, keep in mind that you may not be geographically desirable.Honda FCX Clarity Fuel Cell VehicleHonda has been leasing its FCX Clarity Fuel Cell Vehicle since 2008, and so far has handed over the keys of these hydrogen-powered cars to 26 customers in California. Drivers pay $600 per month to lease the four-seater from Honda, with all maintenance and hydrogen gas included. There's also no mileage restriction, which means you can drive the FCX Clarity as far and as often as you want--so long as you're within access to a hydrogen-refueling station. The FCX Clarity has an approximate 240-mile driving range, and the 135-horsepowerr car has a top speed of 100 mph. Customers interested in leasing the fuel-cell vehicle can sign up for updates on Honda's Web site. Although the manufacturer has closed its first round of vehicle leases, Honda plans to release a significant number of FCXs in its next fiscal year. Proximity to several fueling stations (and at least one that is open 24 hours) plays a significant role in determining how Honda selects its program participants. For the moment, that limits applicants to Torrance, Santa Monica, and Irvine, California.  There is a chance the aftereffects of the recent earthquake could impact Honda's plans.Mercedes&amp;39' F-Cell is another option for drivers available in the San Francisco Bay Area and in Los Angeles. However, the $850 per month lease prices it out of the market for many drivers.(Credit:Mercedes)Mercedes B-Class F-CELLMercedes delivered its first hydrogen-powered B-Class F-Cell to a customer in Southern California this year, and since then has handed over the keys to 14 additional F-Cells. The 136-horsepower F-Cell has a top speed of 106 mph and delivers an estimated range of 190-240 miles, depending on which fuel cycle test you're using. Customers lease the four-seater directly from Mercedes, paying $850 per month for a two-year lease--a steep price. But on the upside, all maintenance and hydrogen fuel is included in the lease. With gasoline prices rising, the free compressed hydrogen gas makes the F-Cell seem lightly less outrageously priced. The carmaker is accepting applications on its Web site from drivers wishing to fill one of the remaining 55 spots in its hydrogen test program. However, applicants need to live in the Los Angeles or San Francisco Bay Area to qualify. Hawaii residents lucky enough to get behind the wheel of a Chevrolet Equinox Fuel Cell won't get to keep it for an extended period of time, but at least it will be free.(Credit:Steve Fecht)Chevrolet Equinox Fuel CellAfter wrapping up Project Driveway last year with more than 2,000,000 miles collectively clocked during the three year program, GM will launch the next stage of its fuel cell vehicle-testing program in Hawaii. GM will be working with government agencies and corporate fleets to put the Chevrolet Equinox Fuel Cell through the paces for more intense testing of its technology platform (think postal-delivery services and taxis). But the carmaker also plans on to let take the fuel cell vehicles for a spin. GM has never formally leased its fuel cell vehicles to customers, preferring to loan its fuel cell SUVs for periods of a few days, weeks, or months. It will be conducting the similar short-term test-drives throughout Hawaii, and the Web site promoting the new program should launch in the next three months. Not only did the company show off its new Galaxy Tab 10.1 and Galaxy S II, but also it displayed some handsets it had announced previously. And these devices came in all sizes.On the larger side is the Samsung Galaxy S 4G, which T-Mobile and Sammy revealed last month. With a 4-inch Super AMOLED touch screen and a slim rectangular shape, it looks very much like the earlier Samsung Vibrant. It certainly was pretty, but it felt rather fragile. Features on the Galaxy S 4G include a 5-megapixel camera, a second front-facing camera, a 1GHz Cortex A8 Hummingbird processor, and support for T-Mobile's 4G network.We also got our first peek at the Samsung Ace, Gio, Fit, and Mini, which were also announced last month. These Android devices represent the small camp. With displays ranging from 3.1 to 3.5 inches, they don't offer a lot of real estate' they're actually a little too small for me. <description><![CDATA[ UberMedia, the holding company that specializes in Twitter-based start-ups, has added its highest-profile company to date: TweetDeck, the biggest Twitter application not owned by Twitter itself. UberMedia, run by Internet pioneer Bill Gross, will pay $30 million in cash and stock for the London-based company, which has raised less than $5 million from investors in the last two years. The deal, first reported by TechCrunch, isn't done yet, but it's pretty far along, with signed term sheets, etc. All of TweetDeck's investors will take a portion of their payout in UberMedia equity, I'm told. Both Gross and TweetDeck founder Iain Dodsworth have been trying to build businesses within the Twitter ecosystem, though it's never been clear how Twitter felt about that. Gross, in particular, has had an uneasy relationship with Twitter: Last year, an earlier incarnation of his company tried to launch an &quot;AdSense for Tweets&quot; product at the same time that Twitter launched its own Google-like ad product, and that didn't go well. The two companies have other things in common as well. TweetDeck has been shepherded along by Betaworks, the New York-based holding company/platform/incubator that also specializes in the Twittersphere. And Betaworks is also an investor in...UberMedia. <description><![CDATA[Will HTC&amp;39's foray into the dual-core handset war start with the PyramidRumors of a dual-core Android smartphone from HTC began swirling today, thanks to information obtained by the blog AndroidAndMe.According to multiple sources, HTC should debut its first 1.2GHz dual-core Snapdragon handset in May. The handset, which carries the code-name Pyramid, is said to feature a 4.3-inch qHD display and support for HSPA+ connectivity. TmoNews has confirmed on its end that T-Mobile is expecting to offer the phone in the same time frame.Although the rest of the specs remain in the dark, AndroidAndMe speculates as to what the dual-core processor could provide in terms of support. Look for 1080p HD video recording, a 960x540 resolution on the display, and possibly a 16-megapixel camera.HTC will be at Mobile World Congress just two weeks from now where it will show off its latest models. While it's possible that the company could demonstrate dual-core technology on its handsets, I wouldn't hold my breath. With at least three months before its rumored launch, I would anticipate HTC waiting untilCTIA in March to show the device. On the other hand, the handset maker has a tendency to release various iterations of similar hardware across multiple carriers and regions. However, its arrival may already be delayed.Citing unnamed sources, The Los Angeles Times reported that Amazon initially wanted to launch its streaming service in early February. However, due to issues with getting the service up and running and the difficulty it is having acquiring content, the publication's sources say Amazon has pushed the launch back to as early as late February.Reports of Amazon launching a streaming service have been surfacing for quite some time. Back in August, the company was said to be in negotiations with film and television studios to start bringing content to the as-yet announced service. Last month, it announced plans to acquire the remaining shares it didn't own of U.K.-based Netflix equivalent Lovefilm, prompting some to wonder when, not if, Amazon would bring a streaming service to the U.S.The flames were stoked even more late last month when Engadget received some screenshots of what's believed to be the Amazon streaming service running. The screenshots indicate that the service has over 5,000 movies and television shows available, and Amazon Prime customers who pay $79 a year for free two-day shipping will be able to stream content from the service for free.Assuming the screenshots are actually Amazon's streaming service, it's hard to say what shows or films make up the 5,000 pieces of content.The Los Angeles Times' sources say Amazon is having trouble getting major film studios on board. The publication said that as of now, none of the major film studios have signed on to Amazon's service over concerns that such a deal might negatively impact physical disc sales. The studios are also unsure if Amazon will ante up the same cash Netflix has paid for content.That won't help Amazon's chances of competing with Netflix, which has been able to bring all kinds of major studio content to its service. The company's offering has many modern movies, as well as classics, like The Godfather. <description><![CDATA[Supporters of an antipiracy bill introduced into the Senate last year appear ready to put some pressure on one of the legislation's chief opponents. Sen. Ron Wyden, a Democrat from Oregon, was instrumental in blocking the Combating Online Infringement and Counterfeits Act (COICA) late last year. COICA was introduced by Sen. Patrick Leahy (D-Vt.), chairman of the Senate Judiciary Committee, and passed in that committee unanimously. But it was  derailed when Wyden opposed it. Individual senators can place holds on pending legislation.Since the legislation was introduced very late in the prior congressional session, Wyden's opposition forced supporters to wait until Congress reconvened. Now that Congress is back to work, Leahy has said he will again try to get COICA passed. The bill already has the backing of the major Hollywood film studios and record labels, but a mostly new group of supporters sent a letter today to U.S. Attorney General Eric Holder, praising him for past antipiracy efforts and asking for his support in getting COICA passed. Among the companies that signed the letter, Nike, one of Oregon's largest and most influential companies, was at the top of the list. A little lower was Adidas, another large company with operations in Oregon. &quot;We encourage you to work with your colleagues in the Administration and the Congress toward enactment of the principles central to ... the Combating Online Infringement and Counterfeits Act.&quot; --COICA supporters Maybe it was a coincidence that Nike was so conspicuous, but either way, COICA backers are sending a message that the bill has heavyweight support. In addition to Nike, some of the other companies or groups that signed the letter included Viacom, NBC Universal, the National Basketball Association, the National Football League, Voltage Pictures (makers of the Oscar-winning film &quot;The Hurt Locker&quot;), Chanel, Burberry Limited, and Major League Baseball. Copyright owners appear to really want COICA and for good reason. They have battled illegal file sharing for years with little success. They have argued that Internet piracy harms the U.S. economy and kills jobs here. While the studies done on the economic impacts caused by illegal file sharing were questioned by the Government Accountability Office last year, there is some growing support that entertainment companies are ailing. Music sales are down, and last week Sony Corp. announced it will shut down a CD-manufacturing plant in Pitman, N.J. About 300 people will be laid off. Sony once operated three CD-making operations in the United States. It now has one. COICA would give the government sweeping power to shut down domain names belonging to U.S.-based pirate sites as well as the authority to order Internet service providers to cut off access to similar sites overseas. The Department of Justice would also have the authority to order credit card companies to stop processing transactions from suspected Web sites and order online advertising services, such as Google, to boot the sites off their ad networks and sever financial ties. One of the underlying themes of COICA is to choke off money-making abilities of pirate sites. Oregon Sen. Ron Wyden said 'the content industry has piggybacked on the legitimate (anti-counterfeiting) efforts of apparel designers.' This afternoon, Wyden's office released this statement to CNET: &quot;Senator Wyden has long worked with U.S. industry on combating the trafficking of counterfeit goods like fake shoes and apparel. But going after trade in real merchandise can be done in a variety of effective ways, like inspecting shipping containers at American ports of entry to identify and seize fake merchandise. &quot;Unfortunately, the content industry has piggybacked on the legitimate efforts of apparel designers to combat counterfeit goods and now threaten the integrity of the Internet as a means to combat intellectual property infringement. The Internet is too important to our economy and to advancing American values to be inappropriately regulated and censored under the guise of protecting IP, which is why Congress and the Administration should be as cautious as it is surgical when it aims its sights on the Internet.&quot; Below is the text of the letter dated January 18, 2011 and addressed to Eric Holder, attorney general, and John Morton, from U.S Immigration &amp; Customs Enforcement. We run companies large and small that represent diverse aspects of America's intellectual property community. While our employees live in different regions of the country, and work to produce a variety of goods and services, they have several important things in common - they work hard, they are committed to quality and innovation and they welcome competition. However, allowing others to unfairly compete by stealing the ideas, innovations and intellectual property rights created by our employees cannot be tolerated. This theft diminishes our ability to keep and create jobs, and makes it far more difficult to attract the capital needed to invest in new products and services. In order to protect our free enterprise system, and the standard of living it has contributed to our nation, it is critical that we multiply our efforts to identify and punish the criminals who steal what we create and produce. Thus, we appreciate the effort and energy behind Operation in Our Sites. In addition, the Leahy-Hatch proposal provides an entirely new level of protection for U.S. rights holders by establishing the legal framework necessary to disrupt the business models of the illicit, offshore sites by starving them of the financing, advertising and access to consumers upon which they depend. The carefully balanced measure would allow American law enforcement officials and U.S. courts to deny thieves the ability to use the Internet to enter the U.S. market and undermine our businesses while reaping financial gain for themselves. <description><![CDATA[There's significant interest in all-electric vehicles amongcar buyers, but automakers have a few obstacles to navigate in order to satisfy consumers, according to an IBM study.IBM's Institute of Business Value, an internal IBM think tank, on Tuesday is expected to release results of a survey it did with both consumers and auto executives, which found that the industry's bet on electrification has some market pull from consumers.The electric-car all-stars come out (photos) Nineteen percent of 1,716 U.S. drivers said they were likely or very likely to consider an all-electric vehicle for their next car. The average driving range per day is between 30 miles and 40 miles, which held true even in rural areas, said Kal Gyimesi, IBV automotive lead and co-author of the study. Thirty percent of people said that a 100-mile range, which is what many automakers are targeting, is sufficient.But even if there is demand, automakers should realize that consumer awareness of EVs is still relatively low and that EVs will challenge the conventional way of doing business, said Gyimesi.&quot;The business model is going to determine success just as much (as products). If you think about an auto company's traditional sales, manufacturing, and development model, they really need to reach outside of that and start making partnerships,&quot; he said.For example, even though most consumers will primarily charge at home and possibly work, many in the survey expressed interest in EV charging ports at malls and other retail outlets. The cost of adding a faster, 220-volt car charging port to homes, which can cost $1,000 or $2,000, is also a potential barrier to consumer adoption.Consumers are sensitive to purchase price and the price of gasoline, but the survey also found many were willing to pay more for a more environmentally friendly car. Forty percent said they would be willing to pay up to 20 percent more for an electric-only car.Auto and utility industry executives, meanwhile, appear to think that rebates and tax credits are a strong motivation for buying an EV. Although there's a great deal of buzz around the Nissan Leaf and other plug-in cars coming to market, most analysts expect battery-electric cars to represent a small fraction of total auto sales in the next 10 years. Large batteries make EVs relatively expensive, although the cost per mile is cheaper. <description><![CDATA[Chipmaker Freescale has designed a USB charger that knows when to stop working.At the Consumer Electronics Show in Las Vegas this week, Freescale will announce availability of Watt Saver, a system that eliminates the &quot;vampire&quot; power draw of wall chargers for mobile phones and other small electronics. The first generation of Freescale&amp;39's zero-draw technology is used in AT&amp;amp'T phone chargers.(Credit:Freescale)Even when wall chargers are no longer plugged into phones, the chargers still draw a small trickle of electricity, ranging from less than a watt for efficient chargers to over 5 watts. The Freescale system can detect when a phone's battery is full or when it's been unplugged and cut the power draw to zero.Last year AT&amp;T introduced its Zero Charger, available for $29.99 in stores, using Freescale's technology. Having tested the system with AT&amp;T, Freescale is now talking to other phone and gadget companies about using Watt Saver, said Glen Burchers, director of consumer segment marketing at Freescale.Watt Saver adds three components to a traditional wall charger, which are typically made by third-party companies rather than electronics manufacturers themselves. There is a micro-controller which detects when a phone has been unplugged, a capacitor to power the microcontroller, and a relay to shut off power, Burchers explained. The additional components add about $1 more to the charger's cost at retail.It's designed for wall chargers that have a USB output, but the technology can be used to eliminate vampire power in different power packs, according to Freescale.On an individual level, the dollar savings from cutting the vampire draw to zero is not very significant--perhaps less than one dollar over the course of a year, Burchers said. But in aggregate, the energy reductions make a big difference, given that there are 4 billion mobile phones already being used and another 1.4 billion sold a year. Freescale estimates that vampire power from cell phones is about 1,200 megawatts, which is the output of a large power plant. <description><![CDATA[editor's notebook If you took the countless number of Facebook &quot;status updates,&quot; or out-loud thoughts, that are plastered on the site every day and put them under a microscope, what patterns would emerge from these many billions of words What glimpse might we get into the hearts and minds of the social network's millions of usersFacebook's data-crunching team decided to take a look this week, and it gleaned some insight into the different ways in which older and younger, many-friended and more-intimate members express themselves.The team collected about 1 million status updates generated by U.S. English speakers, anonymized them, and picked them apart word-by-word with the help of a text-analysis application called Linguistic Inquiry and Word Count. LIWC was originally developed, with the help of the National Institutes of Health, to aid the study of how written and verbal language reflects mental and physical well-being.The Facebook team used the LIWC dictionary and its many word groupings to dissect the status posts. The dictionary, for example, has a &quot;psychological processes&quot; category, with an &quot;affective processes&quot; subcategory and a &quot;positive emotion&quot; subsub--which includes words such as love, nice, and sweet. There's also a &quot;swear words&quot; subcategory--under the larger &quot;linguistic processes&quot; heading--that includes words I won't repeat here.The resulting data-dumps provide ample opportunity for musing about the Facebook phenomenon. The data group looked, for instance, at status updates that had triggered comments from readers or inspired them to hit the &quot;Like&quot; button, and it noted the word types most often used in such updates. People seem to &quot;like&quot; updates that include sexual words. Words related to death--not so much. No real surprise there. The team, however, also found that members with a lot of friends tend to use different types of words than members with fewer friends. My cohorts in the media have made much of this, with headlines like &quot;Facebook Unveils Secrets to Being Popular Via One's Updates.&quot; No real harm in that' still, I couldn't help but look at it the other way. For example, according to the data team's results, the Facebookers with many friends tend to use fewer &quot;emotional words&quot; than do members with less friends. I'm not sure this means that people flock to those who are unemotional' it could just as easily mean that people who tend to form deeper, more-emotional relationships use Facebook in a different way (or not at all)--i.e., that &quot;popular&quot; Facebookers, with more &quot;friends,&quot; form shallow connections, or indeed, that the Facebook platform itself, as Zadie Smith recently suggested in The New York Review of Books, encourages shallowness.At any rate, whether Smith is right or wrong--or whether my own little musing makes any sense--the Facebook Data Team's results are fun to look at and use as fuel for your own ideas about Zuckerberg's monster (and people in general). But the CR-Z is far from a typical hybrid, most of which are suburban commutecars with no attempt at sport looks or handling. But it also shows little advantage from its hybrid engine, never a strong point from Honda.Ultimately, the CR-Z is a mixed bag. It handles very well, but the engine generates little power, and it takes a while to hit 60 mph. It employs a hybrid system and can turn off the engine at stop lights, but the power train runs rough. <description><![CDATA[Julian Assange had been lying low for months as the WikiLeaks saga unfolded, but this week he&amp;39's been the center of worldwide attention in a U.K. court.(Credit:CBSNews.com/Screenshot by Jonathan Skillings, CNET)WikiLeaks editor Julian Assange can be freed on bail following a ruling from a U.K. court today.Prosecutors lost their effort to prevent Assange from being released on bail while his extradition to Sweden on sex crimes allegations is determined, according to BBC News.His lawyer, Mark Stephens, believes Assange could be released as soon as today, according to the U.K.'s Guardian. A representative from Stephens' law office told CNET by phone today that Assange's release is more likely to happen tomorrow, but it could be later today.&quot;Our main focus is delight and joy in the fact that [Assange] is going to be released in the very foreseeable future,&quot; Stephens said.Assange was actually granted bail on Tuesday but remained in jail following an appeal of the ruling by prosecutors. The decision to uphold his bail and pave the way for his release was made by Justice Duncan Ouseley of the Royal Courts of Justice in London.In its ruling, the court agreed with the decision made Tuesday by the lower court to release Assange on bail of 200,000 pounds (around $316,000), with a further 40,000 pounds in sureties. Supporters have offered to put up sureties for the entire 240,000 pounds, the BBC said.Ouseley expressed concern that some of Assange's supporters could have offered sureties in support of concepts of civil rights and freedom of speech, rather than after judging Assange's character and likelihood of flight.&quot;The point that troubles me most is whether there are supporters who have regard for [Assange's] work for Wikileaks as something which would be impaired by the extradition process, and who would present [flight by Assange] as a righteous and justified act,&quot; Ouseley said.Stephens confirmed ahead of today's court proceedings that the bail had already been raised by Assange supporters and &quot;appears to be in the banking system,&quot; according to the Guardian.Further, Assange's bail hearing on Tuesday called for him to surrender his passport, wear an electronic tracker, provide a U.K. address, and report to police on a daily basis. <description><![CDATA[If you want to know how to get a bunch of Germans riled up in 2010, try putting out a video game that depicts the shooting by East German border guards of refugees trying to flee into the West.That's certainly been the experience of Jens Stober, the creator of 1378 (km), a new game that according to Reuters, has been &quot;condemned as 'utterly inappropriate' and 'insensitive' by a victims' group.&quot;Yet, despite the public outcry, 1378 (km) has apparently become a big hit in Germany. As Reuters reported, &quot;Demand for the game brought down servers following its release over the weekend, a spokes(person) for the Karlsruhe University of Arts and Design, where the game was developed, said&quot; today.A new game called 1378 (km) is drawing fire for depicting the shooting of East German refugees fleeing into West Germany.(Credit:1378 (km))Named after the length of the border between the former East and West Germany, Reuters said, the game puts players in the role of guards who can shoot refugees trying to flee from East to West, or in the role of the refugees themselves. Reuters quoted critics of the game saying that it &quot;trivializes&quot; the horrors of those attempting to run to their freedom from the oppressive former Soviet bloc regime.But the game's designer, Jens Stober, wants people to relax. &quot;A large part of the criticism is a consequence of my chosen medium, the computer game,&quot; Stober wrote in an English translation on the game's official Web site. &quot;Computer games as a medium are often quick to be judged without being more closely examined...It was designed to enable a younger generation to access information on recent German history using a medium familiar to them. <description><![CDATA[In the geeky world of energy storage, there are well-understood limitations to plain old batteries and to ultracapacitors, devices able to store relatively little energy but also deliver big bursts of power.Energy storage company Ioxus on Monday plans to announce a hybrid storage device that combines the attributes of an ultracapacitor with a lithium-ion battery. In the first quarter of next year, it plans to make available a second generation of the device, which could potentially be used in auto applications, according to Ioxus CEO Mark McGough. Ultracapacitors: the unsung cousins of batteries in energy storage. (Credit:Ioxus)Its first hybrid will store more than twice the energy of traditional ultracapacitors, and charging is done on the order of seconds, rather than hours as in the case of traditional batteries, according to the company.The device, which is about the size of a C cell battery, won't propel a plug-in electric car. But it could be used for power tools, off-grid lighting, and handheld medical devices, according to McGough.If used in an ear probe for medical applications, for example, a doctor could fully charge the probe in 90 seconds or partially charge in 20 seconds, McGough said. The company is now providing sample to designers in different industries. &quot;What we've been able to do is take the fast charge/discharge of ultracapacitors and improve the energy density by designing in a lithium ion electrode and putting it all in the same device,&quot; McGough said. The device combines the activated carbon material of an ultracapacitor that stores charge and layers of lithium ion material wrapped in a cylinder form, he explained.The trade-off to the hybrid design is that it won't have the same cycle life--or charge/discharge cycles-- as ultracapacitors. People can expect 20,000 cycles versus millions of cycles for an ultracapacitor, McGough said.The long cycle life makes it suitable for use in places where replacing a battery would be difficult, such as off-grid lighting. Withincars, it could be used to run smaller motors, such as the ones that raise and lower power windows, in order to lighten the load and cabling from the main battery.The company's second-generation hybrid device could be used in hybrid cars for what is called &quot;start-stop&quot; technology, or microhybrids, McGough said. <description><![CDATA[Shades of the 2010 MacBook Air(Credit:Sony)Though a moot point now for consumers, in 2004 Sony came out with an ultrathin wedge-shaped laptop that was a progenitor of the MacBook Air, particularly Apple's 2010 incarnation. At the Apple event this week in San Francisco, Steve Jobs said the new MacBook Air &quot;is the future of notebooks.&quot; That's debatable of course but it's clear that PC makers like Sony and Hewlett-Packard already saw that kind of future a long time ago. The problem was that either their timing was off or they didn't execute the designs as well as Apple--or simply that the laptop was too expensive. Back in 1998, HP released the ultrathin, 3-pound Sojourn made from magnesium. (And more recently the wafer-thin Dell Adamo XPS eclipsed the older Apple Air by using a heavily wedged design.) But Sony's offering may be one of the best examples of a laptop that pretty much matches Apple's design--except Sony did it six years ago. The nickel carbon body Vaio X505--no longer available--had some very impressive specs for its time. (See 2004 review.) Similar to the MacBook Air, the pronounced wedge design was 0.38 inches at the thinnest point and 0.83 at the thickest. The nickel carbon body also squeezed in an Ethernet port, a PCMCIA slot, and a 1394 connector(Credit:CNET Reviews)Like Apple's new Air, the Vaio X505 used an ultralow voltage Intel chip: a Pentium M &quot;ULV&quot; 1.1GHz processor. And similar to the Air, it was 0.38 inches at it thinnest point and 0.83 inches at its thickest (and keep in mind this was remarkably thin for a design that was probably conceived in 2002). The Sony X505 was smaller than the 11.6-inch Air, packing a 10.4-inch display,  but it was only 1.85 pounds. 2010 MacBook Air(Credit:Apple)And the price When the Sony Vaio X505 came out, it was about $3,000. And that's probably where Apple's new Air breaks the most ground. The ultrasvelte, 2.3-pound Air--which I would argue is the most impressive Apple MacBook design--can be had for $999. Still a bit pricey but far below the boutique, Rodeo-Drive ultrathins of the past. (Note that Apple's original high-end MBA was about $3,000 but mainstream Air models eventually settled in at about half that price.) The idea is aimed at large table-sized computing displays such as Microsoft&amp;'s Surface technology, according to the patent application.The Microsoft screen can reportedly produce a real texture, using pixel-sized memory plastic cells that can be ordered to protrude from the surface of the display upon demand.Others working on this kind of technology include Nokia, Disney&amp;'s research arm in Pittsburgh, Penn., and Finnish firm Senseg. Those companies are working on &amp;''vibrotactile displays,&amp;'' which use voltages of different frequencies, applied to a grid underneath the touchscreen, to trick your fingers into feeling a variety of touch sensations. The problem with those screens is that they can emit an audible buzz, New Scientist said.Microsoft&amp;'s patent, published on Sunday, shows that the company uses a layer of shape-memory plastic placed above a large touchscreen. It distorts the surface when different wavelengths of ultraviolet light strike its pixels from beneath. The inventor is Erez Kikin-Gil. A projector within a Surface display can project an image onto a tabletop from below. European flash-sales site operator Privalia, which offers short-term, steeply discounted fashion deals in Spain, Italy, Brazil, and Mexico, is expanding to Germany with a $280 million acquisition of rival Dress-For-Less.The deal is funded in part by $123 million in fresh cash from General Atlantic, Highland Capital Partners, Index Ventures, and Insight Venture Partners, as well as debt and newly issued shares.Those are big numbers, and they come on top of a $95 million round just last October from General Atlantic and Index.Privalia is a private-sales site that offers members deep discounts on apparel and other items for a short period of time. Others in the flash-sales category include Rue La La, now owned by GSI Commerce' Gilt Groupe, which offers deals in apparel and travel' and One Kings Lane, a home-dcor site. The limited time horizon for offers, combined with a curated array of merchandise and new social tools, serves to drive demand from consumers looking to buy something new.That customer base &amp;8212' those who view shopping as entertainment and largely made up of women &amp;8212' is potentially much larger than the hardcore online shoppers who became loyal online shoppers a decade ago.The first wave of e-commerce, transactional and efficient, did catalogs one better by offering a nearly limitless array of merchandise and selling it cheaply and quickly. It satisfied demand, rather than creating it.Private-sales sites, daily deals purveyors like Groupon, and other new forms of e-commerce promise to do something much bigger and more difficult: create demand. Successful traditional retailers excel at this, turning their stores into showcases of consumer delight and convincing people to reach for their pocketbooks for something they had no intention of buying when they walked into the store.Privalia seems to have an edge in fast-growing overseas markets. Gilt currently operates in the U.S. and Japan. GSI, which is publicly traded, spent $350 million acquiring Rue La La and could expand quickly. A lot of capital is flowing into the sector.
